This is a rare book published in 1992.

For economists it should make interesting reading as it puts forward a very interesting and coherent analysis of the Pakistan Economy.

I find that much f this analysis still remains valid.

In addition this book also puts forward several research ideas which students will find very interesting for developing thesis ideas.

I would highly recommend teachers of economics to use this book to excite in class discussions and to provide people with extracurricular reading

Typically, ‘elected’ dynastic governments start to unravel by their third year thanks to a combination of incompetence and greed. It is then that the rumour of a technocratic setup starts and politicians start to fan it. Recently, government officials came out with statements to the effect that the constitution does not allow for a technocratic setup and that there is no room for technocrats in Pakistan. The issue of technocrats really needs careful analysis here. Why is there a demand for technocracy? People repeatedly see that elected governments are not delivering governance and good public service. Before IMF involvement we used to talk of growth and investment; now everyone talks only of TAX/GDP ratio as if that will solve all problems of Pakistan.
